Background
The subject site, as well as lots adjacent in the north, east and south, were once part of the former RAAF Stores No.6 Depot site, a former military complex set over 38 hectares constructed in World War Two. Future development and conservation of the former RAAF Stores No.6 Depot site has been guided by the Land and Environment Court Approved Master Plan submitted in 2018.
The site subject of the proposed development is Lot 3 in Deposited Plan (DP) 1263883, Palmer Street, Dubbo. The site was created in accordance with the abovementioned Approved Master Plan and is owned by MAAS Group Properties RAAF Residential Pty Ltd (the MAAS Group). Lot 3 DP 1263883 is zoned R1 General Residential under the Dubbo Local Environmental Plan 2022.
The objectives of the development are:
- To provide 220 dwellings on a site identified as suitable for residential development in local and regional planning documents; and
- To deliver much needed homes in the Dubbo area and contribute towards the meeting of targets set under the National Housing Accord and those set by the NSW Government through the Housing Delivery Authority (HDA).

The MAAS Group are preparing to lodge a State Significant Development Application for residential development at Palmer Street, Dubbo (part of the former RAAF Stores Depot site). Barr Planning have been engaged by the MAAS Group to prepare a Social Impact Assessment (SIA) to accompany the State Significant Development Application.
The purpose of the SIA consultation is to:
- Inform the local community of the development
- Understand what is important to the community
- Seek feedback in relation to positive or negative social impacts resulting from the proposed development

Project Information
Site Location: Lot 3 in DP 1263883, Palmer Street, Dubbo
Proposed Development: The development works include:
- 220 dwellings of varying sizes (Two, three and four bedrooms) and typologies (Six typologies). The dwellings are to be manufactured homes in accordance with Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2021.
- A range of centrally located community facilities including bowling green, tennis court, swimming pool, play and gather area and community building that includes a function area, gym, lounge, outdoor terrace areas, cinema, craft/library area, games area, spacious entrances, reception and administration area.
- Internal, interconnected street network with pedestrian and vehicular access to external roads.
- Landscaping and entry element at the Hercules Road entry point as well as quality landscaping throughout the site.
- Augmentation of, and connection to, existing utilities as required.
- Operation of the community as a manufactured home estate under the Local Government Act, 1993.
